ACS Minnesota: Fourteenth Amendment, Section 2: A Case for Democracy?

Section Two of the 14th Amendment says that states which suppress voting rights can lose representation in Congress. But for over 150 years, that provision hasn't been enforced. ACS is offering the opportunity to explore the history of this nearly forgotten provision and to take a look at a lawsuit that attempts to revive it.
